Job Summary:
The requirement is for the establishment of a Blanket Purchase Agreement (BPA) Program Office with NOAA for Sharp Solutions, Inc. (SSi). The overall vision for this role is to become a valued as strategic business advisors advancing the mission through strong partnerships with clients, and internal and external stakeholders. Enabling the mission through premier acquisition and financial assistance solutions.
Responsibilities:
· Assist with leading and developing plans for project teams or other groups in accomplishing defined projects/studies;
· Provide assistance in analyzing and evaluating on a quantitative/qualitative basis the effectiveness of program operations in meeting established goals and objectives;
· Evaluate and advise on organization, methods, and procedures;
· Provide assistance in analyzing management information requirements;
· Assist with developing, analyzing and evaluating new or modified program/management policies, regulations, goals or objectives;
· Assist in developing procedures and systems for assessing the effectiveness of programs/management processes;
· Assist with leading a team of several administrative specialists/analysts to provide direct support to the Director and Deputy Director along with infrastructure management and guidance for the entire Departments – this includes providing a variety of financial and administrative services essential to the direction and operation;
· Assist with leading implementation of budget and performance goals and improved financial performance within the organization as well as the administrative activities to achieve breakthrough efficiencies;
· Continuously review and recommend revisions to financial and administrative policies and standard operating procedures;
· Assist in leading staff to develop and manage position control systems that are used to provide timely information regarding the costs of programs, and serve as an advisor regarding the cost of programs;
· Understand the general concepts, and federal-specific applications, of the Federal strategic planning process and its relationship to budget formulation, execution and presentation;
· Assist with the management of records; and
· Provide other related technical and administrative services.
Required Qualifications:
At least 15 years of procurement or grants management experience with the federal government or federal partners. More than 10years project management, program management, and personnel management experience within the federal procurement or grants sectors, with specific experience with diversified portfolios above a total yearly spend of $500M.
