WORK DESCRIPTION: Provide overall solution architecture and software development/configuration
leadership for the project. Lead the analysis, design, development and testing of applications to include
integration of the legacy and new system to share data. Review and verify implementation of applications
according to design best practices, performance, and security. Review and assist in planning and
execution of data integration and migration activities. Create and implement technical process modeling,
user interface designs and data modeling. Work closely with Product Owner, IT Federal Project Manager
(FPM) and Federal architect to fully understand the functional and technical requirements in the case
management. Actively participate and provide inputs in the major design decision. Lead the development
of secure, high quality, and high performing software system functionalities. Ensure that the development
team follows best coding practice. Help the development team to resolve technical questions. Establish
and maintain source code/configurations. Document the project effort using Jira and Confluence.
Required Experience:
• 7+ years’ overall software development experience using Agile development tools and
methodologies.
• Experience explaining and presenting technical material to senior levels of the client
organization.
• 5-7 years’ technical lead experience with experience designing and building software or software
systems in Delphi environment.
• Proficiency working in AWS, Windows, Linux environments.
• A deep knowledge of API integration capabilities and deployment options.
• At least 5 years of implementation and administration experience with the Java software in a web
application hosting environment.
• More than 5 years Java and SQL experience.
• Experience in Tableau and document management is desired.
• 7+ years’ experience managing software development teams supporting federal government
technology projects to include compliance with FISMA standards.
Required Education and Certifications:
• Preferred current Project Management Professional certification (e.g., Project Management
Professional (PMP), and Agile Certified Practitioner (ACP), Certified Scrum Master (CSM), or
comparable).
• Certified Solutions Developer
• Bachelor's degree in Computer Science/Engineering or other relevant discipline. A minimum of 4 years of work experience may be substituted for bachelor’s degree requirements.
