SSi has an exciting opportunity for a Data and Risk Management Analyst on our DHS CDM program. This person will support the development of a cybersecurity shared-services offering. In this position you will work with multiple IT disciplines in providing a high-quality data-flow engine focused on identifying and mitigating a wide range of cyber risks. The individual in this role will be part of an agile team and work closely with a team but have a lot of bandwidth to utilize independent professional judgement.

JOB RESPONSIBILITIES


Assist in systems and business process support across multiple client engagements
  • • Employee shall integrate and maintain analytics and visualization tools for the DHS Cybersecurity CDM PMO
    • The employee shall validate the DEFEND-A integrator’s effort to migrate the DHS CDM system data from a development and test to production system environment
    • The employee shall review the DEFEND-A integrator’s data model for DHS Cybersecurity CDM data sets and ensure accuracy when accessed by operational units within OCIO
    • The employee shall review the interface between DHS CDM and DHS OCIO, Data Warehouse, in order to provide data quality validation for the import and export of DHS CDM data between the components and the CDM dashboard.
    • The employee will implement a quality assessment process comparing DHS CDM data to cybersecurity data and/or third-party cybersecurity tool data and develop a standard repeatable process for data validation.
    • The Employee shall deliver documentation on data process submissions, common DHS CDM elements delivered, missing DHS CDM data elements (e.g. those not implemented) delivered by each Component, recommendations for the standard report developed, and the process the employee went through in data process review.
    • Provide best practices for utilization of DHS CDM data governance tools.
    • The employee will examine the inputs, processes, and outcomes from the DHS CDM program.
    • The employee shall research and evaluate the inputs, processes, and outcomes from the DHS CDM program, and the information produced by the DHS CDM program that provides the Department with detailed data about cyber security management and operations.
    • The employee shall identify and apply appropriate evaluation methods for the designs, instruments, tests, protocols, data collections, data analysis, and write reports of results. 
    • The employee shall research new methods of collecting data to improve timeliness, reliability, and policy relevance; recommending new methods of data collection, including electronic methods of transmission; support work with other data collection offices within OCIO and better coordinate data collections; and recommending improvements to the quality and utility of DHS CDM program data collections.
    • The employee shall provide comparative analysis and validate findings from the integrator for data normalization of translation data from various data analytics tools (e.g. Splunk).
    • Identify, monitor, and manage risks associated with the DHS CDM Program.
    •Track risk mitigation efforts and  coordinate with risk POC to document risk status and impact.
    • Facilitate a bi-weekly internal risk identification meeting and a monthly risk register review meeting.
    • Provides risk updates for OMB, PMR, and MSR  PowerPoint presentations.
    -Other Duties as assigned

  • DESIRED QUALIFICATIONS:
     
  • 3-5 years of experience in a comparable role within IT, utilizing Financial or business intelligence data applications
  • Ability to multitask and stay well organized
  • Ability to write business process documentation in clear and understandable fashion and utilize visual workflow diagrams
  • Advanced ability to present complex system reviews, strategies for business decisions options, business processes and plans
  • 5 years of experience in requirements teams as part of the Software Development Lifecycle (SDLC) process         
  • Demonstrate ability to analytically address complex problems, provide solutions, process critical data, establish fact base recommendations, and draw quality conclusions
  • Excellent communication (written and oral) and interpersonal skills
  • Experience with Agile and/or DoD software development environments preferred but not required
  • Knowledge creating processing diagrams, including “to-be” and current state analysis
  • Knowledge performing detailed analysis of software/systems
  • Personal qualities include good communication and expert technical writing skills, the ability to think abstractly, engage complex adaptive systems and excellent critical thinking
  • Proven experience as an IT Business Analyst in a Federal Agency environment
  • Proven expertise Scrum management and project management tools and concepts
  • Should be energetic, energizing, engaging and capable of professional presentation for executives
  • Strong interpersonal skills in both customer interactions and team interactions and a willingness to interact with customer on a regular basis
  • The ability to influence internal and external stakeholders using data
  • Work well independently and in a team environment
  • Work with little supervision and manage time and priorities in a demanding environment
  • Work with multiple data sources and data sets while multitasking is required
  • Perform current state analysis of existing business systems, applications, and functions
  • Plan, elicit, capture, analyze, and validate business, functional, and technical requirements
  • Prioritize initiatives based on business needs, program schedule and requirements
  • Provide technical review on Interface with Project leaders and champions
  • Research, evaluate and assess the financial impact of issues identified in data/processes
  • When required, lead ongoing reviews of business processes, and develop optimization strategies
  • Work closely with technical development and test teams to ensure requirements are met
  • Work in coordination with Customer Success Managers to expand customer adoption of the application
  • Due to the nature of the government contract requirements and/or clearance requirements, US citizenship is required.
  •  In addition, candidates must have ability to obtain and maintain a DHS EOD/Public Trust clearance.

EDUCATION:
  •  BS degree in Science, Technology, Engineering, Math or related field with 3-5 years of experience in a comparable role within IT, utilizing Financial or business intelligence data applications
  • 5+ years of experience in DevOps (Software development and information technology operations)
